Small systems may only require a small number of handheld radios that are all tuned to the same frequency and can be heard by all users. In small premises, licence exempt PMR446 radios may be suitable but licensed private mobile radios are usually preferred. This is because PMR446 equipment is available to be used by anybody. The likelihood of casual eavesdropping is therefore high. Licensed analogue equipment reduces this risk and licensed digital equipment reduces this risk further.
Medium scale systems may require a larger number of handheld radios, perhaps multi-channel, that are configured so that, normally, the different groups of users can only communicate within their group; with perhaps all users, or a sub-set of all users, being connected if an emergency message needs to be sent.
Large systems, e.g. for highways and transportation, may require a centrally located multi-channel repeater base station, perhaps with multiple antennas, with a large number of handheld and / or mobile radios.
